PEKANBARU (!) – Kapasitas Rutan yang tidak memadai dan pelayanan yang tidak baik terhadap narapidana menjadi pemicu kericuhan dan sehingga narapidana mendobrak pintu setinggi 3 meter bagian samping kanan rutan, lalu kabur.
Hebatnya, Kantor Wilayah Kementerian Hukum dan HAM Provinsi Riau mengaku tidak tahu tentang adanya keluhan tahanan di Rumah Tahanan Negara Kelas IIB Sialang Bungkuk Pekanbaru ini sehingga mereka mengamuk dan mendobrak pintu lalu ratusan tahanan itu kabur.
“Saya tak dengar, setelah kejadian ini baru saya tahu. Saya tidak dapat keluhan itu dan sekarang baru terang benderang,” kata Kepala Kanwil Kemenkumham Riau Ferdinand Siagian di Pekanbaru, Jumat (5/5) malam.
Rutan kelebihan kapasitas penghuni. Yang seharusnya hanya bisa menampung 361 narapidana namun kenyatannya berisi 1.870 orang, namun dalam satu sel yang seharusnya hanya 10-15 orang namun diisi 30 orang.
“Ratusan napi unjuk rasa lakukan kekerasan dengan tiang jemuran mendobrak salah satu pintu,” kata Kepala Bidang Hubungan Masyarakat Polda Riau, Kombes Pol Guntur Aryo Tejo di Pekanbaru.
Dia mengatakan narapidana berunjuk rasa karena dianggap pelayanan Rutan tidak maksimal dan kapsitas yang berlebihan. Dari data Polda Riau, sekitar 200-an narapidana berhasil kabur.
Dalam laporan Satuan Binmas Polresta Pekanbaru disebutkan hasil keterangan dari narapidana yang sudah diamankan kembali, akar permasalahan akibat adanya pungli terhadap narapidana. Narapidana tidak mendapatkan pelayanan yang baik, masalah kapasitas rutan.
Selain itu, karena terjadi penganiayaan terhadap narapidana, fasilitas kesehatan yang kurang memadai dan waktu beribadah yang dibatasi. Selain itu, jam besuk dibatasi dan apabila ditambah harus membayar, serta perlakuan petugas rutan yang melanggar ketentuan.
Informasi lain juga menyebutkan narapidana sering mendapatkan perlakuan yang tidak baik dari petugas pengamanan rutan. Petugas Lapas melakukan pemukulan terhadap salah satu narapidana dan diperlakukan secara tidak manusia.
Hal itu menimbulkan kemarahan secara spontan dari tahanan yang mengakibatkan terjadinya perusakan fasilitas. Mereka berusaha merusak pintu samping rutan. “Itu kita rapatkan Sabtu ini, cuti bersama itu kita rapatkan dan berikan kalau memang haknya,” kata Ferdinand.(antara/arh)
