Menteri Dalam Negeri (Mendagri) Muhammad Tito Karnavian mendorong jajaran Pamong Praja untuk membuat kebijakan berdasarkan data. Apalagi Pamong Praja dinilai merupakan bagian dari profesi yang berkaitan erat dengan dasar keilmuan. Oleh karenanya, para Pamong Praja perlu membuat kebijakan yang mengacu pada teori yang telah teruji.
“Kepamongprajaan adalah profesi. Beda dengan craft (keahlian), profesi memiliki sejumlah syarat untuk dikatakan itu suatu profesi,” ujar Mendagri saat memberikan pengarahan pada Kongres ke-III Dewan Pengurus Provinsi (DPP) Ikatan Keluarga Alumni Pendidikan Tinggi Kepamongprajaan (IKAPTK) Sulawesi Tengah di Hotel Santika, Kota Palu, Provinsi Sulawesi Tengah.
Mendagri menjelaskan, sebuah profesi harus memiliki dasar kelimuan. Selain itu, dalam memperoleh kemampuan tersebut, profesi memerlukan pendidikan dan latihan dalam waktu relatif lama. Lebih lanjut, sebuah profesi juga harus memiliki kode etik, serta mempunyai misi pengabdian kepada masyarakat.
Selain itu, Mendagri pun menjelaskan perbedaan antara keahlian dan profesi. Untuk keahlian atau kerap disebut craft, tidak diharuskan memiliki dasar keilmuan atau sains.
Selain itu, hal tersebut juga tidak memerlukan durasi pendidikan dan pelatihan yang panjang. Kendati demikian, sebuah keahlian masih dimungkinkan memiliki misi pengabdian kepada masyarakat, seperti halnya pada profesi.
“Kepamongprajaan adalah profesi, bukan craft, karena untuk memiliki kemampuan sebagai Pamong Praja itu didasarkan pada bilang keilmuan. Dan bidang keilmuannya sudah ada yaitu ilmu pemerintahan. Makanya ada S1, S2, S3, di IPDN (Institut Pemerintahan Dalam Negeri) saat ini,” tambahnya.
Sebagai bagian dari profesi, lanjut Mendagri, Pamong Praja dilatih dan dididik dengan waktu yang panjang. Selain itu, Pamong Praja juga memiliki kode etik tersendiri. Maka, Pamong Praja memiliki wadah alumni yang bertujuan untuk memperkuat ikatan kode etik secara bersama-sama.
Tak hanya itu, Pamong Praja yang merupakan bagian dari Aparatur Sipil Negara (ASN) juga mempunyai misi pengabdian kepada masyarakat. Karena itu, ia menegaskan kembali bahwa kepamongprajaan merupakan profesi.
Dengan bekal tersebut, diharapkan jajaran Pamong Praja utamanya alumni IPDN dapat menjadi agent of change atau agen perubahan. Upaya tersebut dibutuhkan untuk menyempurnakan sistem birokrasi saat ini.
Terlebih, Presiden Joko Widodo (Jokowi) selalu mengarahkan agar melakukan reformasi birokrasi sehingga organisasi pemerintahan lebih fleksibel, lincah, adaptif, dan mengadopsi teknologi informasi.
