MALANG KOTA (tandaseru.id) – Dalam rangka meningkatkan fungsi kehumasan khususnya pada Pejabat Pengelola Informasi dan Dokumentasi ( PPID) di seluruh satuan fungsi humas Polres yang ada di jajaran Polda Jawa Timur, Bidang Humas Polda Jatim menggelar bimbingan Teknis (Bimtek) dan Kegiatan Uji Konsekuensi terhadap Informasi yang dikecualikan di lingkungan Polda Jatim.
Kegiatan itu dibuka oleh Kepala Sub Bidang Pengelolaan Informasi dan Dokumentasi (Kasubid PID ) pada Bidang Hubungan Masyarakat ( Bidhumas ) Polda Jatim, AKBP Gunawan Wibisono di Ballroom Sanika Satyawada Polresta Malang Kota, Selasa (3/10).
Kasubbid PID AKBP Gunawan Wibisono mengatakan Polri sebagai badan publik sebagaimana diamanatkan dalam UU Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik berkewajiban menyediakan pelayanan informasi publik yang cepat, mudah, tepat, transparan dan akuntabel kepada pemohon informasi.
Kasubid PID itu juga mengingatkan jajaran humas Polda Jatim khususnya pada PPID tentang peran penting dalam dinamika Kepolisian yang harus dilaksanakan secara optimal oleh setiap personel Humas.
AKBP Gunawan menambahkan, pengujian konsekuensi harus jelas mempertimbangkan alasan-alasan menolak memberikan atau mengecualikan informasi dari segi hukum dan akibat yang timbul jika membuka atau memberikan informasi kepada publik.
“Hasil uji konsekuensi terhadap informasi yang dikecualikan bertujuan melindungi data yang bersifat rahasia dan bukan untuk konsumsi publik,’ ujar AKBP Gunawan.
AKBP Gunawan juga mengingatkan kembali tentang pentingnya uji konsekuensi di lingkungan satuan kerja masing-masing Polres.
“Dengan dilaksanakan bimtek uji konsekuensi, diharapkan personel Humas dapat memberikan informasi dari segi hukum dan akibat yang timbul jika membuka atau memberikan informasi kepada publik,” kata AKBP Gunawan.
Menurut Kasubid PID pada Bidhumas Polda Jatim ini, Polri sebagai badan publik yang mempunyai kewajiban informasi juga mempunyai hak menolak memberikan informasi yang sifatnya dikecualikan sesuai dengan Pasal 17 UU No. 14 Tahun 2008.
Ia menyebut upaya Bidhumas dalam memberikan informasi kepada publik dapat melalui amplifikasi, viralisasi, press release, door stop dengan hasil viralisasi media sosial maupun media masa.
“Dalam Perkap No. 1 Tahun 2019 disebutkan, Humas menjadi fungsi utama, karena memegang peranan penting dalam mengelola manajemen media,”pungkas AKBP Gunawan
Sementara itu Wakapolresta Malang Kota,AKBP Apip Ginanjar, S.I.K.,M.Si yang juga turut menyambut kedatangan Tim Uji Konsekuensi dari Bidhumas Polda Jatim berharap dengan dilaksanakannya BIMTEK dan Uji Konsekuensi ini seluruh peserta bisa lebih mampu dan profesional di bidang kehumasan.
“Bimbingan Teknis (BIMTEK) dan Uji Konsekuensi dari Bidhumas Polda Jatim ini adalah dalam upaya meningkatkan kemampuan personil Polri dan semoga kegiatan ini dapat bermanfaat untuk kita semua,”pungkas AKBP Apip Ginanjar.
Untuk diketahui, kegiatan Bimtek dan Uji Konsekuensi Bidhumas Polda Jatim ini diselenggarakan dengan diikuti seluruh Sihumas yang ada di Polres jajaran Polda Jatim.
