JAKARTA (tandaseru.id) – The World Bank atau Bank Dunia sangat mengapresiasi kinerja dengan capaian tinggi dari Direktorat Jenderal Kependudukan dan Pencatatan Sipil Kementerian Dalam Negeri.
Hal ini ditegaskan dengan kehadiran perwakilan Bank Dunia untuk beraudiensi dengan Dirjen Dukcapil Prof. Zudan Arif Fakrulloh di Kantor Ditjen Dukcapil, Jl Raya Pasar Minggu, Jakarta, Senin (20/2).
Bank Dunia memang sejak lama telah menjalin kerja sama dengan Ditjen Dukcapil Kementerian Dalam Negeri. Kerja sama tersebut sejak tahun 2016 untuk mengembangkan civil registration and vital statistics system (CRVS).
Delegasi Bank Dunia kali ini dipimpin oleh Practice Manager, Social Protection and Jobs, East Asia and Pacific Region, Yasser el-Gammal, ditemani Kepala Ekonom Robert Palacios, Kepala Program Achim Schmillen, Senior Program Officer Jonathan Marskell, Senior Social Protection Specialist Sara Giannozzi, Monitoring & Evaluation Consultant Claire Casher, dan Konsultan Bank Dunia Maria Tambunan.
Sementara Dirjen Dukcapil didampingi oleh Direktur Fasilitasi Pemanfaatan Data dan Dokumen Kependudukan (FPD2K) Akhmad Sudirman Tavipiyono, dan Direktur Pendaftaran Penduduk David Yama.
Delegasi diterima dengan “welcome greeting” yang singkat namun padat dari Dirjen Zudan, yang menjelaskan berbagai kemajuan yang telah dicapai oleh Kementerian Dalam Negeri.
Yasser el-Gammal mengatakan, tujuannya ke Indonesia khusus bertemu Dirjen Dukcapil Kemendagri untuk memahami secara langsung pencapaian Ditjen Dukcapil terutama untuk pelayanan adminduk yang inklusif serta pemanfaatan data kependudukan untuk mendukung pelayanan bantuan sosial.
“Kami ingin mengetahui lebih lanjut mengenai bagaimana Dukcapil dapat memberikan pelayanan adminduk yang inklusif, serta bagaimana implementasi untuk keamanan data,” kata Yasser.
Dirjen Zudan pun memaparkan informasi serta pencapaian Dukcapil.
Antara lain data demografis Indonesia per Desember 2022 adalah 277 juta jiwa, dengan pencapaian perekaman KTP-el sebanyak 199.7 juta. Selain itu sebanyak 5.376 perjanjian kerja sama (PKS) telah ditandatangani dengan lembaga pengguna data kependudukan Dukcapil.
“Data kependudukan telah dimanfaatkan unttuk verifikasi pemberian bantuan pertanian seperti benih dan pupuk, BPJS Kesehatan, pemberian vaksin, Data Terpadu Kesejahteraan Sosial (DTKS), beasiswa pendidikan, sertifikat tanah, serta untuk bidang perbankan, listrik, keuangan dan pelayanan pihak swasta,” papar Zudan.
Dengan 5.376 lembaga pengguna, total hit untuk verifikasi dan pemanfaatan data sampai dengan Desember 2022 mencapai lebih dari 10 miliar akses NIK.
“Saat ini Dukcapil sudah mulai masuk ke dalam pemanfaatan Face Recognition. Dan, Dukcapil telah menginisiasi Identitas Kependudukan Digital (IKD) yang diharapkan dapat memfasilitasi single sign on dan pelayanan pemerintah yang digital,” jelas Dirjen Zudan.
Yasser el-Gammal dan Tim The Wold Bank pun mengaku terkesan dan mengapresiasi pencapaian Dukcapil dan menawarkan untuk membuka kesempatan knowledge sharing dengan negara-negara lainnya di bidang Adminduk, termasuk mengundang negara lain untuk datang ke Indonesia untuk belajar dari Dukcapil.
Yasser pun mengacungkan jempol atas keberhasil Ditjen Dukcapil Kemendagri bertransformasi dan terus berproses untuk mencapai lompatan-lompatan berikutnya.
Pria yang sudah berkarir di Bank Dunia selama 14 tahun ini menyebutkan, beralihnya output 24 dokumen kependudukan berubah menjadi data menjadi bukti bagaimana tranformasi berlangsung dengan mulus di Dukcapil.
“Kemudian berlanjut simplifikasi proses pencetakan dokumen, dan transformasi dimulai dengan menerapkan tanda tangan elektronik.”
Ia pun memuji anak buah Mendagri Tito Karnavian itu lantaran terus meningkatkan kualitas layanan adminduk, antara dengan mendorong seluruh Dinas Dukcapil di Indonesia untuk mengembangkan “One Day Service” sebagai simbol selesainya pelayanan Dukcapil bagi masyarakat di hari yang sama, bahkan dalam hitungan menit.
“Di era digital yang serba cepat, pelayanan penerbitan dokumen kependudukan sudah waktunya untuk diselesaikan dalam hitungan menit, atau paling lambat pun tidak lebih dari 1 jam. Saya senang Dukcapil meskipun hanya di beberapa daerah berhasil mencapai itu,” kata Yasser.
Dirjen Dukcapil, Prof. Zudan yang juga Ketua Umum Korpri Nasional ini pada prinsipnya menyambut baik dukungan yang ditawarkan Bank Dunia.
Kepada Tim Bank Dunia yang berkunjung, Zudan menegaskan, berbagai pencapaian positif Ditjen Dukcapil bisa terwujud lantaran pelayanan Dukcapil sudah bergeser dari pola-pola manual kepada pola baru dengan memanfaatkan Teknologi Informasi.
“Hal ini tiada lain untuk mewujudkan pelayanan penerbitan dokumen kependudukan yang dapat membahagiakan masyarakat. Ukurannya adalah masyarakat bisa tersenyum saat menerima dokumen kependudukan. Itu berarti pelayanan sudah berhasil membahagiakan masyarakat,” demikian Dirjen Dukcapil Zudan Arif Fakrulloh.
