JAKARTA (tandaseru.id) – Menteri Dalam Negeri (Mendagri) Muhammad Tito Karnavian meminta kepala daerah mengalokasikan anggaran untuk penanganan bencana termasuk kebutuhan Badan Penanggulangan Bencana Daerah (BPBD). Pasalnya, penanganan bencana merupakan urusan konkuren yang bersifat wajib dilaksanakan oleh pemerintah daerah (Pemda). Penanganan bencana juga masuk dalam kategori Standar Pelayanan Minimal (SPM).
Pesan itu disampaikan Mendagri saat menjadi narasumber dalam Rapat Koordinasi Nasional (Rakornas) Penanggulangan Bencana 2023 bertajuk “Penguatan Resiliensi Berkelanjutan dalam Menghadapi Bencana”, di Jakarta International Expo Kemayoran, Kamis (2/3/2023). Kegiatan tersebut digelar oleh Badan Nasional Penanggulangan Bencana (BNPB) yang melibatkan BPBD dari berbagai daerah.
Lebih lanjut Mendagri menjelaskan, penanganan bencana masuk dalam urusan wajib pelayanan dasar pada bagian ketenteraman, ketertiban umum, dan perlindungan masyarakat (trantibumlinmas). Karena itu, Mendagri meminta kepala daerah menempatkan urusan penanggulangan bencana menjadi urusan prioritas pelayanan dasar.
“Konsekuensinya ya harus dibuat lembaganya dan harus dianggarkan,” ujar Mendagri.
Mendagri telah mengeluarkan surat edaran kepada seluruh kepala daerah mengenai penerapan SPM. Surat bernomor 069/1511/Bangda tersebut dapat menjadi acuan daerah dalam menyusun anggaran untuk penanganan bencana pada Anggaran Pendapatan dan Belanja Daerah (APBD).
“Nah ini tolong teman-teman kepala daerah, teman-teman yang paham mengenai perencanaan APBD, nomenklatur trantibum jangan hanya untuk Satpol PP dan lain-lain, tapi juga untuk BPBD yang menangani bencana,” ujarnya.
Tak kalah penting, Mendagri juga meminta paradigma penangan bencana yang semula bersifat responsif menjadi lebih proaktif. Dengan demikian, upaya yang banya dilakukan lebih pada kegiatan pendidikan, komunikasi dan pencegahan, termasuk sistem pencegahan dini.
Di lain sisi, Mendagri mengapresiasi seluruh provinsi yang telah memiliki BPBD kecuali empat daerah otonom baru (DOB) di Papua. Di empat DOB ini nantinya Kementerian Dalam Negeri (Kemendagri) bersama gubernur terkait bakal membentuk organisasi tersebut.
Mendagri juga menyoroti masih adanya 19 kabupaten dan 10 kota yang belum membentuk BPBD. “Ya kalau ada kemudian digabung dengan Satpol PP masih mending, tapi kalau sama sekali tidak ada ini namanya kalau kejadian bencana pasrah dan minta bantuan yang lain,” ujarnya.
